VA Launches Search for New Health and Benefits Chiefs Amidst Reform Push

The Department of Veterans Affairs announced April 14th the formation of commissions tasked with identifying candidates to lead both the Veterans Health Administration (VHA) and the Veterans Benefits Administration (VBA). VA Deputy Secretary Paul R. Lawrence, Ph.D., is set to lead both panels.

These commissions mark the initial step in the process of nominating individuals for the critical roles of Under Secretary for Health and Under Secretary for Benefits. The president's selections will ultimately be subject to confirmation by the Senate.

The search for new leadership comes at a pivotal juncture for the VA, as the department undertakes significant reforms aimed at enhancing services for veterans, their families, caregivers, and survivors. The agency highlighted several key accomplishments during the second Trump Administration, framing the leadership transition as crucial to sustaining this momentum.

What is Changing for Veterans through Veteran Affairs?

These changes include the discontinuation of treatment for gender dysphoria, with the resulting savings being redirected to support paralyzed veterans and amputees. The VA also touted its success in processing a record number of disability claims, reaching one million claims processed for FY25 on February 20th, which is a pace unmatched in the department's history.

Furthermore, the VA emphasized the accelerated deployment of its integrated electronic health record system, a program they stated had been largely stagnant for nearly two years under the previous Biden administration.

In a significant policy shift, the VA also announced the end of Diversity, Equity, and Inclusion (DEI) initiatives across the department. This reversal of Biden-era policies, according to the VA, will halt over $14 million in DEI-related spending.

Another major change involves the termination of the Biden administration’s telework and remote work policies, with the VA mandating the return of thousands of employees to their physical offices.

The department further stated that it has redirected hundreds of millions of dollars from non-essential areas towards healthcare, benefits, and direct support for VA beneficiaries.

What Roles do the Under Secretaries for Health & Benefits Serve?

The Under Secretary for Health oversees the nation's largest healthcare system, managing over 1,300 facilities and ensuring veterans receive the healthcare choices they have earned. This role is also responsible for the training of VA medical professionals, developing emergency healthcare plans, and leading research initiatives focused on improving the health of veterans.

The Under Secretary for Benefits is responsible for the timely delivery of benefits and services to eligible veterans, their families, caregivers, and survivors. This includes ensuring accurate disability claim decisions, managing educational and home loan programs, overseeing vocational rehabilitation, and bolstering support for the transition from military to civilian life.

The establishment of these commissions signals a significant step in shaping the future leadership of Veteran Affairs as it continues to implement its reform agenda.
