VA Centralizes Payroll Operations to Help Cut Bureaucracy

The Department of Veterans Affairs (VA) has announced the successful centralization of its payroll operations under a single processing center. The transition consolidates payroll management for all of the department's more than 430,000 employees and medical facilities, completing the administrative overhaul 15 months ahead of its original late-2027 target.

The shift moves all payroll services to the VA’s Financial Services Center (FSC). Previously, 114 VA medical centers nationwide operated independent, localized systems to handle employee pay, resulting in redundant administrative costs. Under the new unified system, the FSC — which already managed payroll for the Veterans Benefits Administration and the National Cemetery Administration — takes over all Veterans Health Administration (VHA) accounts.

The department estimates the consolidation will save taxpayers more than $24 million annually.

Personnel Reassignment Without Layoffs

The transition will not result in staff reductions. The unified payroll system will be managed by approximately 600 centralized employees. Any personnel previously tasked with localized payroll processing whose roles are no longer needed have been reassigned to other positions within the agency to help support other operations.

"Consolidating payroll support for all medical centers to one payroll office is a commonsense reform that will let us focus on our real mission, which is serving veterans, families, caregivers and survivors," said VA Secretary Doug Collins.

By centralizing administrative overhead, the VA aims to maximize internal efficiency and redirect its core organizational focus directly toward frontline medical care and support services for veterans.
