VA Reports Highest Number of Homeless Veterans Housed in Seven Years
The Department of Veterans Affairs (VA) announced on November 18 a significant milestone in the fight against veteran homelessness, revealing that 51,936 homeless veterans were permanently housed across the country in Fiscal Year (FY) 2025.
This figure represents the department's best performance in seven years and marks a substantial increase of 4,011 veterans compared to FY 2024 figures recorded under the prior administration.
Record-Breaking Progress
The data reflects the highest numbers achieved since the VA began using a specific methodology that tracks the number of unique veterans housed, rather than the total number of housing placements. This distinction ensures a more accurate count of individuals receiving help rather than counting the same individual multiple times if they moved between programs.
While the methodology was introduced by the Biden Administration in 2022, the VA has applied it retroactively to 2019 to provide an accurate historical comparison. The data reveals a clear upward trajectory, with housing placements rising steadily from a low of 38,401 in 2021 to the current record of 51,936, surpassing the previous high-water mark set in 2019.
VA Secretary Doug Collins emphasized the human impact behind the statistics, calling the work life-changing and often life-saving. He noted that the department is proud of the progress made to get veterans off the streets and is redoubling its efforts to continue this momentum moving forward.
Strategic Initiatives Driving Success
The surge in housing placements is attributed largely to aggressive new outreach campaigns and executive actions taken earlier this year. In May 2025, the VA launched the Getting Veterans Off the Street initiative, which mandated that every VA health care system in the nation host dedicated outreach surge events. The goal was to locate unsheltered veterans and provide immediate access to health care, behavioral health services, and housing benefits. As a result, the initiative successfully moved 25,065 unsheltered veterans into interim or permanent housing.
These operational efforts align with President Trump’s May executive order establishing the National Center for Warrior Independence for Homeless Veterans. Located on the West Los Angeles VA Medical Center campus, the center has set a goal to provide housing and support for up to 6,000 homeless veterans nationwide by 2028.
Ongoing Support and Resources
Beyond these specific initiatives, VA staff and community partners continue daily operations to secure apartments or houses for veterans to rent or own, often utilizing subsidies to ensure affordability. In some instances, the VA focuses on ending homelessness by reuniting veterans with friends and family.
